Margaret Lakeman, Your question does not reference if you are interested in renting or if you are thinking of purchasing a condo and asking about the rental restrictions. Either way, each condominium complex has rules and regulations addressing their respective rental policies.
Any unit rented less than six months is subject to a tourist tax. The amount of the tourist tax varies by county (Sarasota and Manatee). Typically, there will be a surcharge for cleaning when you exit. If you are seeking a rental for less than one month, the availability and cost (season vs off season) will be determined by the time of year.

Jennifer Fitzgerald, properties that are being sold "on the courthouse steps" are posted online at the respective county's website. In Manatee and Sarasota, there is an online calender listing case numbers and their dates of sale. The calendar is posted by the month.
When you arrive at the calender you can click on each case number. You will also see whether or not the case has been resolved or not. If you are planning on bidding online, keep in mind that you will be competing with the lien holding banks, corporate investors, other entities and savvy foreclosure investors.
If you win the bid by 5pm the end of the business day you will have to pay in full the amount of your winning bid.
This is a very high risk way to purchase property, the title search will be up to you as well as your research as to the condition of the property. If you win the bid you accept the property in its as is condition, with no warranties. If there are other liens attached to the property they will be yours as well. Any title clouds, encumbrances, etc, pass through to the next owner.
If you are interested in buying a bank owned or reo property these have already been through the foreclosure process and have a certificate of title. Again you purchase these as is. Bank owned properties frequently, do not have appliances, no repairs and sometimes no a/c units. As they have been through the foreclosure process you will be able to conduct a title search prior to closing.
For your information, our real estate market is extremely active. Good properties are going under contract within 2 weeks or less. Frequently you'll encounter multiple offers on properties particularly in prices 150,000 or less.

Everything is based upon availablity so it is always better to buy a home in the district you would prefer. There are also wonderful private and charter school.

Some very good answers here. There are many factors to consider, such as how you feel personally about the renting vs. the buying process, as well as what you need to know about the area to feel comfortable buying.
A good buyer agent can give you an exceptional tour of the area as well as inside information on what you want to know, and because interest rates are still so low and home prices are still affordable (but slowly rising), this is an excellent time to buy a home in Sarasota, Florida.
Choosing the right neighborhood for you has a lot to do with what activities you plan to do here. For example, needing good schools nearby vs. wanting easy boat access to the Bay vs. membership to a nearby golf club. Sorting out what your own needs will be in your new home is something you can start evaluating on your own or with the help of a top-notch buyer agent.

As Jan said, there are several 3+ bedroom homes available on Palmer Ranch. I agree with the idea that you need to consider whether it is wise to spend $2000 to $4000 per month renting, when that money could be applied to the purchase of a home. This is especially true today, when inventories on Palmer Ranch are extremely tight. It is commonly said that real estate prices should be stable when the inventory is at a six month supply, and that prices should rise when the supply is less than that. In some Palmer Ranch communities, there currently may be only a one or two month supply of homes, and this should lead to significantly higher prices in the near future.
I live and work on Palmer Ranch, and if you intend to buy I would be happy to assist you with your search for a home. I've been in the mortgage and banking businesses for 35 years in Sarasota County. We currently have the lowest interest rates I've ever seen couple with fantastic bargains in home prices. That's a perfect combination. That hasn't happened before during my career. So, how long will it last? Historically interest rates have routinely risen after the election in an election year. Therefore I say the best time to buy and finance is now.
Consideration; If you wait to buy believing that you may save on the price of a home, that financial savings strategy could be undermined if you ended up paying 1% a year more in interest expense on a mortgage loan for each year that you carry that mortgage.

You will find that biking around St. Armands, and to Bird Key and the mainland, is relatively safe. There are bike lanes and good sidewalks. There is nothing like a walk from St. Armands Circle across the bridge to downtown, as long as you have enough energy for the walk back. Bicyclists will ride in groups from the city to cross to St. Armands, and you'll see them riding up Longboat Key and back. Yes, there is plenty of traffic in season, but if you're a smart cyclist, you'll be fine.
